IN reply to your letter, dated the 25th July, 1911, enclosing a copy of Sir John Jordan's telegram No. 166, dated the 22nd July, 1911, I am directed by the Secretary of State for India in Council to say that he concurs in Sir Edward Grey's proposal to approve the reply which the Minister has made to the application of the Chinese Government.
